Fulfillment Fund, a prestigious non-profit college access organization is seeking a seasoned Chief Development Officer to develop, lead and implement an annual fundraising plan with goals, initiatives and metrics. Primary responsibilities include supporting the Board of Directors in cultivating and securing major gifts, overseeing the fundraising objectives including individual, corporate, foundation, special events and web-based fundraising, managing the development staff, and participating in a highly committed executive management. The fundraising goals and initiative must be designed to be effective and cost-effective in their support of the organizations overall goals for the fiscal year and include performance milestones measurable on a monthly and quarterly basis.
The position manages a department of over seven people and reports to the Chief Executive Officer.
Duties will include, but not be limited to:
· Establishing the annual fundraising goals and strategies to achieve them
· Planning, managing, and leading fundraising campaigns
· Soliciting major gifts
· Providing staff support to the Board of Directors
· Providing staff support to the fundraising committees of the Board
· Developing training and solicitation materials for Board, executive, and development staff
· Participating in strategic planning with the executive staff and Board
· Managing communications projects including advertising, public relations, and the development of all marketing materials;
· Development operations including database management, acknowledgement and recognition systems.

seeking a Contracts Manager to support one of our clients' Contracts
Department located at the Headquarters in Rockville, Maryland.
Our client administers innovative medical research, supports education
and training, and facilitates collaborations between the military and
private medical communities. They provide comprehensive management and
scientific services for more than 600 basic, clinical and applied
research projects conducted around the globe. They also support
continuing medical education programs for more than 160 military
medical research and treatment facilities, and military medical
organizations.
Responsibilities:
1. Provides cradle-to-grave contract administration for assigned
contracts in compliance with Foundation policies and Federal contract
requirements.
2. Provides senior level contractual advice and guidance to Principal
Investigators, researchers and company personnel regarding complex
contractual issues, meeting contract requirements, understanding
contract terms, and providing necessary budget changes and
justifications.
3. Drafts, negotiates and administers assigned Foundation contracts and
subcontracts ensuring all contract requirements are met. Maintains
fully organized and compliant files.
4. Provides certifications, clearances, approvals, and documentation required for all contracts and contract modifications.
5. Drafts or reviews Request for Proposals (RFPs) to ensure that
Federal requirements, prime contract provisions, and the Foundation's
best interests are met.
6. Enters and maintains contract and financial information into Oracle
accounting system. Monitors financial status to ensure Limitation of
Funds notifications are submitted and costs incurred are allowable
under contract.
7. Supports proposal efforts to include thorough review of RFP,
completion of Reps and Certs and Small business plans and providing
contractual advice.
8. Leads and completes special projects as assigned.
9. Completes contract and subcontract close-out documents on a timely basis.
10. Completes other projects as assigned.
Required Knowledge, Skills, and Abilities: Senior
level knowledge of FAR and OMB Circulars A110, 122 & 133. Excellent
communication and interpersonal skills. Ability to manage multiple
tasks simultaneously, to meet deadlines, and to interact well with team
members and customers. Proficiency in microsoft excel required.
Minimum Education/Training Requirements: Bachelor's degree required.
Minimum Experience: 7 plus years' contract administration experience
Required Licenses, Certification or Registration: NCMA, CPCM or CACM certifications
desirable.
Supervisory Responsibilities/Controls: May supervise or train more junior personnel. Work
Environment: Office environment
Any qualifications to be considered as equivalents, in lieu of stated
minimums, require the prior approval of the Director of Human Resources.
